ਬਿਓਰੋ। ਕਾਂਗਰਸ ਸਾਂਸਦ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੂੰ ਪੱਤਰ ਲਿਖ ਕੇ ਸੂਬੇ ‘ਚ ਖੇਤੀਬਾੜੀ ਖੇਤਰ ਲਈ ਵੱਖਰੇ ਬਜਟ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਦਰਅਸਲ, ਤਮਿਲਨਾਡੂ ਵੱਲੋਂ 75ਵੇਂ ਅਜਾਦੀ ਦਿਹਾੜੇ ਦੀ ਪੂਰਬਲੀ ਸ਼ਾਮ ਮੌਕੇ ਵੱਖਰੇ ਖੇਤੀ ਬਜਟ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਸੇ ਦਾ ਹਵਾਲਾ ਦੇ ਕਿ ਬਾਜਵਾ ਨੇ ਪੰਜਾਬ ‘ਚ ਵੀ ਵੱਖਰੇ ਬਜਟ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ।
ਪ੍ਰਤਾਪ ਬਾਜਵਾ ਨੇ ਕਿਹਾ, “ਅੱਜ ਪੰਜਾਬ ਨੂੰ ਦੂਜੀ ਹਰਿਤ ਕ੍ਰਾਂਤੀ ਦੀ ਲੋੜ ਹੈ। ਪਿਛਲੇ 50 ਸਾਲਾਂ ਤੋਂ ਲਗਾਤਾਰ ਪੰਜਾਬ ਸਾਰੇ ਦੇਸ਼ ਦਾ ਢਿੱਡ ਪਾਲਦਾ ਰਿਹਾ। ਪਿਛਲੇ ਕਈ ਵਰ੍ਹਿਆਂ ਤੋਂ ਖੇਤੀ ਦੀ ਲੋੜ ਕਾਰਨ ਪੰਜਾਬ ਦੀ ਮਿੱਟੀ ਦਾ ਸ਼ੋਸ਼ਣ ਹੋਇਆ ਹੈ। ਫਰਟੀਲਾਈਜ਼ਰ ਤੋਂ ਲੈਕੇ ਕੀੜੇ ਮਾਰ ਦਵਾਈਆਂ ਦੇ ਜ਼ਿਆਦਾ ਇਸਤੇਮਾਲ ਨੇ ਮਿੱਟੀ ਦੀ ਗੁਣਵੱਤਾ ਤੇ ਅਸਰ ਪਾਇਆ ਹੈ। ਝੋਨੇ ਤੇ ਕਣਕ ਦੇ ਸਾਈਕਲ ਨੇ ਪੰਜਾਬ ਖੇਤਰ ਦੇ ਜ਼ਮੀਨੀ ਪਾਣੀ ਦੇ ਪੱਧਰ ਨੂੰ ਵੀ ਬਹੁਤ ਘਟਾ ਦਿੱਤਾ ਹੈ।”
For the last 50 yrs, Punjab has been the food bowl of the nation, but today it is at the crossroads.
Its soil has been exploited & its groundwater level is reduced. Today, Punjab needs a second green revolution.

ਬਾਜਵਾ ਨੇ ਕਿਹਾ, “ਪੰਜਾਬ ਅੱਜ ਚੌਰਾਹੇ ‘ਤੇ ਖੜ੍ਹਿਆ ਹੈ। ਇਸਦੇ ਖੁਸ਼ਹਾਲ ਭਵਿੱਖ ਲਈ ਸਾਨੂੰ ਸੂਬੇ ਦੀ ਖੇਤੀ ਨੂੰ ਇਕ ਨਵੀਂ ਦਿਸ਼ਾ ਦੇਣ ਦੀ ਲੋੜ ਹੈ। ਪੰਜਾਬ ਦੇ ਪੂਰਨ ਸਵਰਾਜ ਲਈ ਇਕ ਵੱਖਰੇ ਖੇਤੀ ਬਜਟ ਦੀ ਲੋੜ ਹੈ, ਤਾਂ ਜੋ ਪੰਜਾਬ ਦੇਸ਼ ਦੀ ਸੇਵਾ ਵਿੱਚ ਇੱਕ ਵਾਰ ਫੇਰ ਆਪਣਾ ਯੋਗਦਾਨ ਦੇਣ ਵਾਲਾ ਕਿਰਦਾਰ ਨਿਭਾ ਸਕੇ।”
For a prosperous future, the state govt needs to give a new direction to our agriculture.
A separate agricultural budget would help create a focused roadmap for the second green revolution in the State.

ਆਪਣੇ ਪੱਤਰ ਵਿੱਚ ਬਾਜਵਾ ਨੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਉਹ ਵੱਖਰੇ ਖੇਤੀ ਬਜਟ ਦੀ ਉਹਨਾਂ ਦੀ ਸਲਾਹ ‘ਤੇ ਜਲਦ ਤੋਂ ਜਲਦ ਅਮਲ ਕਰਨ ਅਤੇ ਆਉਣ ਵਾਲੇ ਸਮੇਂ ਵਿੱਚ ਇਸ ਤੇ ਕੰਮ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾਵੇ।
An environmentally sustainable agriculture will give a true freedom to our farmers.
Therefore, I appeal to CM @capt_amarinder to consider the idea of a separate agriculture budget as soon as possible and start working on it in the near future.
